A Corruption-Free Zambia Begins with Me: How to Safely Report Corruption
Corruption is often described as a "cancer" that eats away at the foundation of our nation. When funds intended for life-saving medicines, quality schools or safe roads are diverted, it is the ordinary Zambian who pays the highest price.
To build the Zambia we want, we cannot be silent observers. We must act. Fortunately, the Anti-Corruption Commission (ACC) has launched a secure Anonymous Whistleblowing Platform, making it safer than ever to speak up.
What Exactly Is Corruption?
At its core, corruption is the abuse of entrusted power for private gain. It happens when someone in a position of trust, be it a police officer, a local council official, or a manager - prioritizes their own pocket over the public good.
Common forms to look out for:
- Bribery: Paying or receiving money to "fast-track" a service you are already entitled to.
- Nepotism: Awarding jobs or contracts to family and friends instead of the most qualified candidates.
- Theft of Public Funds: When money meant for community projects mysteriously disappears into private accounts.
Your Secret Weapon: The Tor Browser
When you visit the ACC whistleblowing site, you will notice a recommendation to use the Tor Browser. While some associate Tor with the "dark web," it is actually a premier tool for journalists, activists and whistleblowers worldwide.
How Tor protects you:
- Anonymity: It masks your computer’s "digital fingerprint" (IP address), ensuring the report cannot be traced back to your home or phone.
- Multi-Layer Encryption: Like an onion, Tor wraps your data in multiple layers of security, making it nearly impossible for hackers or unauthorized parties to intercept your message.
- Safety from Retaliation: It provides the freedom to tell the truth without the fear of being identified.

Step-by-Step: How to Report Safely
- Download Tor: Go to torproject.org and install the browser on your device.
- Access the Portal: Open the Tor Browser and enter the ACC portal address: qsy5ppsax2tf2zlvz6zae3awhrsfcz2scumzwrwkrl37oaxocjcsgtad.onion copy it and paste in Tor browser: http://qsy5ppsax2tf2zlvz6zae3awhrsfcz2scumzwrwkrl37oaxocjcsgtad.onion
- Direct Link: whistleblower.acc.gov.zm (You can use a standard browser, but Tor is the gold standard for safety).
- Submit Your Report: Click "Submit a report." Be as detailed as possible, include the Who, What, Where, and When.
- Save Your Access Code: This is critical. After submitting, the system will provide a secret access code. Write it down and hide it. This is the only way to log back in to see if investigators have questions for you.
- Stay Anonymous: The ACC does not require your name or phone number. As long as you don't identify yourself within the text of your report, you remain 100% anonymous.
Why Your Voice Matters
Reporting corruption isn't just about "reporting a crime"; it is an act of patriotism. It is a stand for the child who needs a desk in school and the mother who needs medicine at the clinic.
By using these digital tools, you are helping to clean up our country from the safety and comfort of your own home.
